When something goes wrong with a deployed AI system, the question of who was responsible should have a specific, documentable answer.

Beyond role assignment, Clause 5 requires top management to establish and communicate an AI policy, allocate adequate resources to sustain the AIMS, and embed AI governance into the organisation’s strategic decision-making rather than treat it as a compliance function parked in a technical team. That last obligation has practical consequences. It means AI risk and performance must be in the room where capital allocation and strategic priorities are discussed, not summarised in a quarterly report that few executives read carefully.

This is materially different from a standard risk register. It requires the organisation to think about the populations its AI systems affect, not only the operational risks to the organisation itself. The assessment must be documented and revisited as the system evolves, which means it is an ongoing governance commitment, not a pre-deployment formality.
